Exeter City Council is seeking a suitably experienced supplier to deliver a comprehensive Resident Survey and Budget Consultation Survey for 2026, alongside providing flexible, additional consultation and engagement support as required during the contract period.\r The core requirements include:\r \r Delivery of a representative Resident Survey (approx. 1,100 respondents) in line with LGA benchmarking guidance, using a mix of telephone and face-to-face methods to ensure inclusion of hard-to-reach groups.\r Delivery of a Budget Consultation Survey to capture residents' preferences for budget priorities, using a mix of telephone and online methods.\r Benchmarking of resident survey results against other councils and Exeter City Council's 2024 and 2025 surveys to identify trends and changes over time.\r Provision of additional consultation and engagement support on a flexible, call-off basis. This may include focus groups, workshops, surveys, qualitative research, data analysis, and reporting to support discrete projects across the Council.\r \r The Council requires a supplier with proven experience in large-scale representative research, strong analytical and reporting capability, and robust project management to deliver work to agreed timescales and within budget. The contract is designed to provide flexibility to respond to fluctuating consultation demand while maintaining high-quality engagement outputs.
